Differences between SPA and private refuges?

The SPA is a non-profit organization which is partly funded by the government,

but also by private donors such as companies and other sponsors.

The staff is salaried.

Private shelters are managed by an animal protection association. They very exceptionally receive financial aid from the State and exist essentially thanks to donations and adoption regulations. The biggest part is put directly from the pocket of the volunteers.

When does a cat arrive at a shelter?

If the cat has not been picked up by the owner within the legal deadline, at the pound; the latter will offer the animal to the shelters so that it can be adopted. It is also possible that an owner comes to abandon his animal himself, at the shelter.
